SBC Special Assessment

I recently received an invoice for $1107 for a special assessment for my 2 weeks owned at SBC with 4 days notice to pay by October 15, 2006. Is this letter officially from the owners association? No one fron SBC returns my emails. Apparently the management has been running in the red for 6 years and has decided to play catchup in 1 month. Is there any recourse on this problem?
Also, has anyone had any success in renting their unit through SBC? I have a friend who has released his week for rent the last 2 years and SBC says they unable to rent it for him. Are there any controls to prevent fraud?
